Kollin Rawls dropped off his 3-year-old daughter, Kadaisha, at her mother’s house, as part of their shared custody agreement. When he went back to pick her up as planned, his little girl and her mom were nowhere to be found. He started to frantically look around and discovered what his sick ex had done. Now, he’s seeking help, but he isn’t getting it.
As a matter of standard procedure when a child goes missing, officers immediately issue an Ambler Alert, so that people in the community can be on the lookout for the missing kid. Despite all of Kollin’s insistence that the same be done for his daughter, he’s continually met with aggravated refusal to send out the alert.

In kidnapping cases every single second counts! His daughter was missing for two weeks and nothing was being done about it.
Since the girl is presumed to be with her other parent, Monique Ramos, police say that they are restricted from sending out an alert, claiming that program is only for children whose safety seems to be in imminent danger. Kollin can’t get a hold of Ramos, nor can anyone else, suggesting something sinister is going on, and Kadaisha isn’t nearly as safe as police keep telling him she is.
“On an Amber Alert there has to be something that we have some information that someone’s life may be in jeopardy, that we have an abduction that it appears that someone’s welfare is actually at risk. It doesn’t qualify for an Amber Alert,” Lincoln Police Chief Jim Peschong told WOWT.
The most this father is able to do is file a missing person’s report for his little girl and look for her himself. He feels he has no rights or support. Meanwhile, a woman can rip her daughter from her father and vanish into thin air.
Most states issues Amber Alerts for children abducted by their other parent, so it’s strange that Nebraska is different in this regard. Just because a person becomes a parent, does not mean that the child is safe with them, since people do insane things out of spite and control against their ex. To make matters worse, Ramos has a criminal record of drug charges, proving she’s unstable, and involved in criminal acts.
The fact that Ramos has no communication with anyone, even police saying the toddler is “probably” safe, should be reason enough to be worried for the little girl’s safe and issue the alert. It does no harm to send out an Amber Alert, but not doing it could only harm the child. Nobody will know until she’s found, and hopefully by then it’s not too late.
If you see Kadaisha or her mother, do not approach them. Instead, call Lincoln police as soon as possible.
