Here's what you'll need:
Foil strands
Scissors
Clear balloons
Now, onto the fun stuff:
Step 1: Crack open that bag of foil strands and pick out your fave New Year colors. If your strands are long, chop 'em into smaller bits. If they're already bite-sized, you can skip this step. Easy peasy!

Once you have your confetti, go ahead and get your clear balloons, stretch them out a little bit, then stuff your confetti into the balloons. After you fill up your balloons, start to blow them out, the tie to close. Spread a fabric on a flat surface, then rub the balloons on it to give them some static. This will make the confetti stick. Your DIY confetti balloons are now finished!
